Chinaofficiallyadoptedits'GoingOut'strategyin2001whenitwasincludedintheTenthFive-Yearplan.Overthepastdecade,thepolicyhasgonefromstrengthtostrength:fromitslaunch,toitsprudentexecution,andtoeffortsmadetoadvanceitfurther(asmentionedinitsinclusionintheTwelfthFive-Yearplan).'GoingOut'isanobviousnextstepforarapidlyrisingChinaduringaperiodofstrategicopportunities.
