Overthepastthousandsofyears,humansocietyhasexperiencedevolutionfromtheprimitivecivilization,theagriculturalcivilization,theindustrialcivilizationandtotheecologicalcivilization,whichisahistoryfromlow-leveltoadvanceddevelopment.Thecoreoftheecologicalcivilizationis"respectingnature,complyingwithnatureandprotectingnature",whichisessentialtoharmoniousco-existencebetweenmanandnature.Thisharmoniousco-existencerequiresconstantlyimprovingsystemandmechanismforthedevelopmentofnationalspace,naturalresourceconservationandutilization,andecologicalenvironmentprotection,torealizethewin-winofresourcedevelopmentandenvironmentalprotection.Itisathousand-yearplafftoachieveecologicalcivilizationbasedonunifiedmanagementofnaturalresources.
