摘要
Since2007whenRegulationsonGovernmentInformationDisclosurewasadopted,theStateCouncilhasissuedalmostadozendocumentstoguidegovernmentinformationdisclosurearoundthecountry.Thesedocumentshavegraduallyexpandedthescopeofdisclosureandrecognizedthesignificantroleoftransparencyinpromotingtherightstoinformation,participationandsupervision,andinbuildingagovernmentthatisinnovative,impartialandoperatingunderthelaw.Meanwhile,thesedocumentshave,inboththeoryandpractice,exceededthelimitoftheRegulations,posingachallengetoincreasinggovernmenttransparencyproposedattheThirdPlenarySessionoftheEighteenthCPCCentralCommittee.
